May I draw your goodself's kind

dated 11.03.2011 issued from F.No.22011/1//2011-Estt.(D)
circulated through CBE
& C, New Delhi's letter F.No.A23020/01/2011-Ad. II A dated 05.04.2011,
wherein instructions are issued for holding of DPC at least two months before
the commencement of the vacancy year, in impugned case year 2013-14. It is also
instructed the concerned authorities to initiate action to fill up the existing as
well as anticipated vacancies well in advance of the expiry of the
previous panel .
2. While DPC proceedings in almost all
Central Excise Zones in the country except Bhopal Zone for vacancies of the
posts of Superintendents of Central Excise anticipated to arise up to 31st March, 2014 have either been completed and
panels prepared, or are in the final stages of completion to enable issue of
promotion orders all across the country on a uniform date. However, it is apprehended
that preparations in this direction in Bhopal Zone, are unfortunately in a very
preliminary stage.
3. The date of joining in the cadre of
Superintendent of Central Excise is of paramount importance for determination
of All-India Seniority of all officers
promoted from the cadre of Inspectors of Central Excise and other similar
grades under the Board to the next higher grade.
4. Inspectors of the Bhopal Zone face relatively the worst stagnation in promotions with even Inspectors who have put in some 22
years of unblemished service still
waiting for their first promotions, whereas their counterparts
in other parts of the country, who are junior to them by several years have
already been promoted.
5. Coupled with this ignominious situation is
the fact that on account of delays in DPC proceedings in our Zone vis-
a-vis other Zones, there have been
numerous instances in earlier years when they have had to suffer further loss
of seniority in the cadre of Superintendents,
which in certain cases has led to officers getting deprived of their promotion as Assistant Commissioner, which
they would otherwise have got at the fag end of their careers before superannuating.

It is in this backdrop, and in light of
the DoP&T, New Delhi's OMs No.22011/1//2011-Estt.(D) dated 11.03.2011 that it is being earnestly requested that in the Bhopal Zone too the DPC exercise may
kindly be completed by 31.3.2013 and select panel of officers be prepared accordingly
against all vacancies anticipated
to arise in 2013-14.
7. We are sure, Sir, that this matter will
certainly receive your IMMEDIATE AND CONSIDERATE ATTENTION, and that the
needful will be done so that the senior-most Inspectors of this Zone, dozens of
whom have already put in more than two decades of unblemished service without
one single promotion in their careers,
will not be delayed in getting what is most
rightfully theirs, and even more importantly, they will not get
disadvantaged in their All India
Seniority Position as Superintendents to be determined accordingly thereafter,
for absolutely no fault of theirs.
8. We trust, Sir that you will take a
benevolent view in the matter and not let this already suffering cadre of
Inspectors of Central Excise in the Bhopal Zone to be subjected to any further
agony at least on this count.
