Sir,
After putting more than 22 years
of service just when some of our members were expecting their first promotion
of their service the news of postponement of
DPC scheduled for 18.04.2013 was a bolt from blue. The Association feels
that even if questions were raised over the order of placement in seniority, by
all means and from all angles the postponement of DPC was not a wise decision
as this was not the right moment to set right the distortion, if it persists.
Route to Review DPC(s) could have been acceptable to all.
02. The Association in such a scenario is in no way contesting or
defending the relief prayed by either
of the two sides, but the decision of postponement of DPC make us feel that
disease is better than cure. By every second of delay in completion of DPC
members of our Zone had to suffer further loss of seniority in the cadre
of Superintendents, which in certain
cases may led to officers getting deprived
of their promotion as Assistant
Commissioner.
03. In the
era of lightening telecommunication facilities & social networking members of this zone are
going through the promotion orders issued in other zones, where in majority of
cases officers joined at a later date are getting promoted to the grade of
Superintendent. We the salt of the earth is in a state of tenterhooks - the
impatient uncertainty and painful suspense.
04. Today, the Indore Unit
of the Association has met Commissioner Indore & has urged him to forward
his report today. The Association is of firm belief that by the time this
letter reaches yourgoodself Indore
Commissionerate's Report will reach your office.
05. The date of joining in
the cadre of Superintendent of Central Excise is of paramount importance for
determination of All-India Seniority of
all officers promoted from the cadre of Inspectors of Central Excise and other
similar grades under the Board to the next higher grade. We therefore request
your honour to complete the DPC on or before 29.04.2013 ( as vacancies arising
on 30.04.2013 in other zones would again be filled up by releasing names from
panel already prepared ) so that no further loss of seniority is caused to
officers of this zone.
